APD | International Community may not keep silent after Pakistan provided "irrefutable evidence"

India and Pakistan are adversaries since their creation in 1947. However, India was hiding behind its false propaganda of Largest Democracy and a Secular State and trying to defame Pakistan, accusing Pakistan of terrorism, religious extremism, and all type of distorted images. 

However, Pakistan unveiled a dossier containing "irrefutable evidence" of India's sponsorship of terrorism in Pakistan. It called on the international community to take notice and make peace and stability efforts in South Asia.

While India used to say that it was the world's biggest democracy, becoming a rogue state through its activities. Pakistan has substantial evidence based on which, can say India is fanning state terrorism. India has prepared a plan to destabilize Pakistan.

Pakistan had been highlighting India's activities at different levels and fora. Still, it was time to take the world community into confidence because we believed further silence was not in Pakistan's interest and neither regional stability.

The foreign minister had faced 19,130 terrorist attacks between 2001 and 2020 and suffered more than 83,000 casualties in the war against terrorism. The country also suffered monetary losses of at least $126 billion.

"After 9/11, the world saw that Pakistan had become a front-line state. While Pakistan was making sacrifices in 'blood and treasure," India was busy laying terrorist networks using its soil and the spaces in [Pakistan's] immediate neighborhood and beyond.

"Today, we have undeniable evidence, and we want to show it in the form of this dossier to the whole world," Qureshi said.

India planned to "upscale terrorist activities in Pakistan" in the coming months, revealing that there had been at least four meetings between Indian intelligence officials and these factions in which they had decided to target big cities, including Karachi, Lahore, and Peshawar.

Pakistan has collected irrefutable evidence that RAW and DIA — their intel agencies — are financing terrorism in Pakistan and training terrorists, harboring them, and taking practical steps to promote terrorism. India had four objectives: putting obstacles in Pakistan's progress towards peace, economic instability, creating chaos, and political instability.

India was trying to create unrest in Gilgit Baltistan by fanning nationalism and sub-nationalism before elections. Indian intentions and designs are not acceptable even after the elections.

Although the world community knew India was contravening three international conventions: Article 2(4) of United Nations Charter, Article 41(3) of the Vienna Convention, and paras 2 and 5 of UN Security Council Resolution 1373 of 2001. And India was found guilty of terrorism in Sri Lanka, Nepal, Maldives, and Bangladesh. India is a state sponsoring International terrorism. 

The recent increase in Pakistan's violence is a direct consequence of Indian's intensified actions with all brands of terrorists, sub-nationalists, and dissidents operating against Pakistan.

Indian intelligence officer Colonel Rajesh, who was posted at the Indian embassy in Afghanistan, was the architect behind the plan to establish the consortium of banned organizations' outfits. It is evident from a letter in the Dari languagethat revealed that Col Rajesh had had four meetings with commanders of these terrorist organizations to "synergize their efforts and upscale terrorist activities in metropolitan cities (Karachi, Lahore, and Peshawar) in November and December.

India was trying to form a connection in Pakistan with ISIS by creating "Daesh-e-Pakistan." Thirty of those militants were recently relocated from within India to the Pakistan-Afghanistan border by two Indian intelligence officials handed Daesh Commander Sheikh Abdul Rahim alias Abdul Rehman Muslim Dost.

There is sufficient evidence that several terrorist attacks in Pakistan in which RAW was involved, including the Pearl Continental Hotel's attack in Gwadar in 2019, designed by RAW officer Anurag Singh and attackers used an Afghan sim and were in contact with an Indian number. There are 17 audio recordings of one of the attackers obtained in which he could be heard talking to his RAW handlers.

The inquiries of the attack on the University of Agriculture in Peshawar in Oct 2017 led to the Army Public School (APS) attack. RAW had hired three implementers for planning the university's attack, including Malik Faridoon, who was also involved in planningthe APS attack. Malik Faridoon, soon after the APS attack, went to the Indian consulate in Jalalabad to rejoice. The attackers of the university incident were in contact with various Afghan numbers during the attack. They live-streamed the videos to their handlers, which were uploaded from Afghan IP addresses.

"On Aug 14, Pakistan's intelligence agencies prevented a massive terrorist attack planned by India. An officer from Indian intelligence agency Major Fermin Dass, functioning from Kabul, was planning the attack. He arranged carriage of mines, rockets, and explosives, which were recovered. The network had already conceded out seven terrorist attacks in Hub, Mastung, Quetta, and Sohrab on RAW's behest," Military Official said.

India was supplying arms, ammunition, and IEDs to terrorists as well. A network of six terrorists was newly discovered, which also had links to the Pakistan Stock Exchange attack in Karachi on June 29 and was responsible for distributing suicide jackets to terrorist organizations. Two RAW front-men — Abdul Wahid and Abdul Qadir — and four terrorists who were Afghan nationals were exposed, already.

Indian Intelligence was paying the network, Rs10m for a suicide attack, Rs10m for a vehicle-borne improvised explosive device (VBIED), Rs1m for an IED attack Rs1m for targeted killing by RAW. The Indian intelligence agency was also providing arms, training, and funding to TTP commanders.RAW agents were also found involved in inspiring tribesmen in KP to send fighters to Afghanistan for training.

Multi-purpose base camps were being utilized by India for training, harboring, and launching terrorists in Pakistan. Indian intelligence agencies were managing 87 such centers, 66 in Afghanistan and 21 in India. The former Indian ambassador and an Indian army general visited a Baloch militant training base camp in Haji Gak area in Afghanistan, which contained 150 militants.

There are confirmed reports on details of transactions between the Indian intelligence agency RAW and terrorists. "RAW made two transactions to its cut-out to encourage terrorism in Khyber Pakhtunkhwa. Both transactions were made through Indian banks. Indian Banks are involved in Money Laundering and sponsoring terrorism worldwide. In the first one, $28,000 was transmitted by Punjab Bank in India. In contrast, an Indian national, Manmeet, made the second transaction of $55,851 from an Indian bank in New Delhi, which Afghanistan International Bank received. 

'Militia to sabotage CPEC'

India had created a 700-strong militia to sabotage CPEC by carrying out guerilla attacks in Baluchistan. A commission comprising 24 members was created by the Indian Government,including 10 RAW operators, and $60 million were committed to this force.

'Attempts to destabilize GB and AJK'

India is aggressively chasingthe covert agenda of destabilizing Azad Jammu and Kashmir and GB. There was also proof that RAW was involved in implanting IEDs in AJK to target civilians and military personnel."Since January 2016, 60 IEDs were planted, out of which 38 exploded resulting in serious casualties of 13 civilians and 46 military recruits, whereas remaining 22 IEDs were successfully defused. There are nine voice notes, which endorse the involvement of officers from Indian intelligence agencies. In one such voice note, an Indian officer describes the methodology for IED plantation."RAW has also been attempting to create a network for target killing of important personalities for a reward ranging between Rs50 to 80m."

Economic coercion

India had been trying to interferencewith Pakistan's attempts to get out of the Financial Action Task Force (FATF) grey list by "politicizing the forum for Pakistan's economic coercion.

Evidence exposes how extensive lobbying was done from February to April 2018 to downgrade Pakistan's status, which caused our grey-listing in June 2018.

Dossier to be presented to the UN, OIC, P5 countries

The foreign minister informed that Pakistan would present the dossier containing "concrete proof" to the UN, Organization of Islamic Cooperation (OIC), and P5 countries - permanent members of the UNSC.Pakistan's evidenceis concrete proof of Indian financial and material sponsorship of terrorist organizations, including UN-designated terrorist organizations JUA, BLA, and TTP. It is expected that the international community to play its role for peace and stability in the region by compelling India to halt its state sponsorship of terrorism in Pakistan immediately and to deal withall those responsiblefor financing and supporting terrorism in Pakistan according to relevant domestic and international laws.

Whether world powers are convinced or not, India is a severethreat to the entire region. They must act to prevent India from continuing its sponsorship of terrorism in Pakistan and other countries. It is obligatory to preserve peace and stability in the region as well as globally.
